From 2012 only fully qualified teachers will be allowed to get permanent jobs in Swedish schools, according to a plan detailed by the government. And only they will be allowed to grade the pupils.

At a press conference on Monday, Education Minister Jan Björklund specified that a fully qualified teacher has done teacher training, as well as a one year introduction period.

If there are no such teacher available, a unqualified teachers may be used, but they are not allowed to teach for more than a year. Currently some 20 % of the teachers in the Swedish schools are not fully qualified.
