Swedish authorities are calling for the creation of a national registration of those denied the right to have livestock or pets because of their mistreating the animals.

The system now is based only on local government decisions, so that those found guilty of offenses can move to another part of the country and acquire animals again.

Some 1,000 residents in Sweden are now on local lists prohibiting them from owning animals.
