The government's 'care guarantee' was supposed to cut waiting times

Despite a billion offered in reward money, promises are being broken on patient waiting lists.

In two thirds of areas people are having to wait longer than three months for treatment, says a new study.

The association of local authorities is not pleased. Something has to be done, says Göran Stiernstedt, their head of health, to Swedish radio news.

There are 65,000 people staying in queues longer than they should - and this figure has not got better since the last study in April.
