Swedish Radio News reports that the five-year-old law against the bullying of school youngsters is mostly a failure - and that while 66 pupils have been given financial compensation, 3,100 youngsters who filed complaints have received nothing.

Some local councils feel that the claims have been too high. But a number of those interviewed by the radio news insist their school administration ignored their cases and that both teachers and other students are guilty of bullying.
