Less than one sixth of all criminals are responsible for half of all crimes, and drugs are usually involved, says a new report.

Such active criminals are represented in the big and small areas of Sweden, according to the state agency Brå (Council for Crime Prevention), which has looked at over half a million crimes committed in Sweden in a five-year-period.

Jonas Öberg is one of the researchers at Brå. He says to Swedish Radio News very many of the people convicted are also drug abusers who commit thefts and break traffic laws.

He says the best way to deal with this problem is via care and treatment from social services.
