Most municipalities say they're unprepared to handle heavy rains

Only 10 percent of local governments responding to a survey say they're ready to handle heavy rains and the flooding that can follow.

The findings come from a sustainability report by the Swedish Water and Wastewater Association, which asked Sweden's 290 municipalities about their preparedness levels. About 60 percent of them answered the utility association.

The association's Magnus Bäckström says if cities and suburbs are built without water management in mind, developers can lock themselves in to dealing with flooding for years to come.
