Unemployed or on parental leave? Your kids can't come to preschool, some Swedish municipalities say

A number of Swedish municipalities are stopping children whose parents are unemployed or on parental leave from attending pre-school, in an attempt to alleviate pressure on staffing numbers caused by the Coronavirus.

The argument is that if a parent is at home then children do not need to go to preschool for care while things are stretched. But Sweden's National Agency for Education Skolverket say the move is against laws guaranteeing children the right to 15 hours of preschool each week.
