The proposals are the result of the work in a committee made up of all the parliamentary parties. The plan had been to reach a broad parliamentary agreement on a migration policy that is sustainable in the long term, and that is supposed to come into effect when current, temporary, legislation expires next summer. Differences between the parties on the issue meant that that did not happen.
According to the chairman of the temporary committee, Thomas Rolén, there is a majority in parliament for each individual proposal, even if there is not the same majority for all of them.
