What's a municipality and what does it do?

This September voters will get the chance to decide who's in charge of Sweden's 290 municipalities, the nation's lower level of local government.

Anders Lidström, a professor emeritus in political science at Umeå University, says the local councils have two main tasks they deal with.

And some people can vote in municipal elections even if they aren't a Swedish citizens.
