With Sweden holding the rotating president of the European Union, EU environment ministers have just concluded an informal meeting in the northern Swedish ski resort town of Åre.

The main focus was to prepare for the UN summit on climate change in Copenhagen in December, and the ministers choose to offer the developing world a carrot rather than a stick, to get them to reduce greenhouse gases.
