The pact was adopted unanimously. ’Europe now has a real immigration policy,’ French President Nicolas Sarkozy told AFP new agency.
The agreement does not contain any binding laws and has angered human rights protesters by its poor coverage of refugees.
It tightens up the migration policy and calls for stricter border controls to cut down numbers of illegal immigrants.
With the ageing and declining population in Europe, the new pact aims to control potential immigrants rather than encouraging people to come to areas in order to help boost the labour market.
